You know, after studying the Holocaust and reading a lot of literature written about the period I have a hard time using the word ghetto to describe anything outside Europe in WW2. When I think of the word ghetto, I think of city quarters surrounded by barbed wire, guards with shoot on sight orders, enforced curfews. As far as I know a project has never been in danger of having its population wiped out by machine gun fire or artillery barrages.

And I agree with you calling into question the use of the word 'project' - it's not the most appropriate word.
